Which is better: REQUIRE_ONCE or TMPL_INCLUDE?

It depends very much on your needs.

Simple navigations and sites with 3 to 5 different parts (header, footer, etc.) are probably easier to accomplish with TMPL_INCLUDE. For everthing else I would want to be "powered by PHP". You have more alternatives there.
